DLCs are copies of the Steam version. Since here you aren't installing the game from Steam, you need to manually copy the card sets from the unzipped DLC folders into c:\Users\USER_NAME\AppData\LocalLow\WittyMinx\NSFWSolitaire\CustomCardSets\ That's where the in-built card set editor saves card sets you create yourself. To locate this folder on Mac/Linux, go to Options->Advanced and scroll to the very bottom to find the Button Card Sets. On Android, opening the folder is tricky, check #how-to channel on the game's Discord channel for instructions with step-by-step screenshots.
