DLCs are copies of the Steam version. You need to manually copy the contents of the CardSets subfolder from the unzipped DLC folders into c:\Users\USER_NAME\AppData\LocalLow\WittyMinx\NSFWSolitaire\CustomCardSets. That's where the in-built card set editor saves card sets you create yourself. To locate the folder on Mac/Linux, go to Options->Advanced and scroll to the very bottom to find the Button Card Sets. 

Similarly, copy the rest into CustomBackgrounds, CustomCardBacks, CustomStackPlaceholderSets, CustomUIPictures.

So, DLC content will be treated like player-made. 

Android intentionally hides those folders from you. But using the files from the DLCs is still possible, see this post.
